Purchasing property as an investment

I am interested in purchasing property/homes in order to invest a little money. If I pay delinquent taxes delinquent taxes on Real Estate property and place a lien on the property, what will be the next step to owning the property and once the owner knows the taxes are to be paid, how long does the owner have to pay if he wants the property.
